About MSU’s Office of ECTS
ECTS provides best practices advice and hands-on assistance to the MSU community for compliance with the U.S. Export Control Regulations. ECTS supports MSU faculty, students, and staff with export compliance matters including:
- Evaluating research activities (e.g., sponsored research grants and contracts, material transfers, nondisclosure agreements) for restrictions that would impact fundamental research
- Assisting units with conducting Restricted Party Screening as needed across campus
- Reviewing and managing export controlled purchases from MSU’s Procurement and Logistics
- Reviewing export controlled agreements and international licenses from MSU Technologies
- Coordinating with the Office of International Students and Scholars as needed for visa reviews for research purposes and reviewing international work abroad requests
- Reviewing international travel to the comprehensively embargoed countries as registered with MSU’s Global Travel Registry
- Developing Technology Control Plans (TCP’s) to manage export controlled technology on MSU’s campus
- Obtaining appropriate federal export licenses, classifications, or other required approvals, for MSU’s export controlled research activities
- Coordinating with the University Research Organization (URO) to manage export controlled research projects
- Conducting export control compliance trainings across campus as needed
MSU adheres to numerous federal export control regulations:
- U.S. State Department, Directorate of Defense Trade Controls, International Traffic in Arms Regulations (ITAR) cover technology and services related to military and defense applications
- U.S. Commerce Department, Bureau of Industry and Security, Export Administration Regulations (EAR) cover "dual use" technologies
- U.S. Department of Treasury, Office of Foreign Assets Control (OFAC) cover worldwide trade embargoes and economic sanctions
- Nuclear Regulatory Commission regulations cover nuclear materials and exports of nuclear equipment
- Department of Energy regulations control the transfer of unclassified nuclear technology such as documents, knowledge and expertise

MSU Researchers
ECTS will assist you with export compliance requirements that arise when:
- Your research award (grant or contract) restricts the publication or participation of non-U.S. Persons in the conduct of the research (as this would impact MSU’s determination of fundamental research)
- The items, materials, equipment, software, or data used in your research are identified on one of the U.S. export control lists and need management with a Technology Control Plan (TCP)
- Your research involves providing services to, or transacting funds with, individuals or entities from countries currently sanctioned or embargoed by the U.S. government
- Your research involves the international shipment of a research deliverable or prototype
- Your research involves international travel, especially to a location currently embargoed by the U.S. government
